Three years of full-scale war means that Ukraine now has Europe’s biggest army and extensive experience of fighting against Russia. What can Sweden learn from Ukraine, in terms of both military and civil defense?

Russia’s invasion of Ukraine represents the largest military aggression on European soil since the Second World War. Contrary to Putin’s aspirations, the Kremlin did not succeed in making Kyiv bow for Moscow – Ukraine’s will-to-defend itself was too strong. As a result, warfare has mainly been concentrated in the eastern and southern parts of Ukraine. Protection of emergency stocks and critical infrastructure, as well as innovative technical solutions, have also contributed to the resilience of Ukrainian society. Moreover, the war in Ukraine has pushed Sweden and Finland to become members of NATO, whereas Russian hybrid warfare in Europe has escalated. Meanwhile, calls for a quick peace process are being raised by the US. What are the effects of the war in Ukraine on Sweden’s foreign and defense policy? What lessons can Sweden draw on Ukraine’s experience of fighting a mightier enemy? And what is the future security outlook for Ukraine, Sweden, and the rest of Europe?
