As geopolitical tensions rise around the Baltic Sea, countries struggle to balance competing interests like national defence, offshore energy and nature conservation. There is an urgent need for more cross-border cooperation and for coastal states to learn from each other.

Countries around the Baltic Sea face worsening security challenges but also rising demand for sustainable energy and transport. As offshore infrastructure expands, conflicts can arise between different interests like national defence and offshore wind farms. This session will explore how conflicting interests can be managed and discuss the cooperation challenges of the Baltic Sea. Representatives from diverse backgrounds will share insights from ongoing responses amid shifting geopolitical landscapes, with a particular focus on offshore infrastructure, maritime security, and environmental protection. Drawing on insights from the upcoming Navigating the Transformation of Built Seascapes: Security Tensions and the Role of Digitization in Offshore Monitoring book chapter (Barquet, Liwång, Linders 2025), the discussion will examine how regional actors navigate conflicts and opportunities in an increasingly contested space.
