Meet several Ukrainian mayors who have extensive experience as leaders in these situations. When Russia launched its full-scale invasion, municipalities had to take on significant responsibilities. Extraordinary efforts were required, and they faced immense challenges. Civil defense was mobilized. Some municipalities fell into Russian hands, while others are still operating in the frontline zone. How did they act? How did they adapt?
