    Russia’s war against Ukraine has shown the critical role of municipalities in crisis response, civil protection, democratic resilience, and support for residents. European communities need stronger cooperation, preparedness, and partnerships between local governments and civil society.

    Russia’s full-scale invasion of Ukraine has demonstrated the essential role of municipalities in crisis response, civil protection, humanitarian coordination, and democratic resilience. Ukrainian communities have become frontline actors in ensuring security, supporting residents, and maintaining essential services during wartime. This panel discussion will explore how municipalities can respond to global security challenges through international cooperation, civil-military partnerships, and collaboration with civil society and technology actors. Participants from Ukraine, Sweden, international organizations, and Microsoft will discuss practical experiences related to crisis preparedness, digital security, humanitarian coordination, and municipal partnerships. The discussion will also focus on strengthening cooperation between Ukrainian and Scandinavian municipalities and supporting democratic resilience in Europe.

    Russia’s war against Ukraine continues to affect millions of civilians. Kherson has become a symbol of resilience under occupation, attacks and humanitarian crises. How can democratic societies support communities facing war while strengthening international solidarity and local resilience?

    Join us for a screening of Kherson: Human Safari (72 min), a documentary by American war correspondent and filmmaker Zarina Zabrisky, followed by a discussion with policymakers, municipal leaders and civil society representatives. The film documents Kherson’s experience from Russia’s full-scale invasion in 2022 through occupation, resistance, liberation, the flooding caused by the destruction of the Kakhovka Dam, and life under continued attacks. It highlights the resilience, courage and determination of ordinary people who continue to live, work and rebuild despite constant danger.     Join us in exploring how we can transform dialogue into impactful actions, forging alliances to consolidate efforts to bring Ukraine's victory closer. Carpathian Sea Democracy Week — Ukraine’s Almedalen — an international platform born in wartime in Kyiv and Truskavets but rooted in the same democratic values that define Almedalen and Gotland today: openness, accountability, transperancy. CSDW has become a bridge between Ukraine, EU, NATO members — connecting parliamentarians, ambassadors, mayors, leaders of civil society, and international partners with the belief that dialogue must lead to consolidated actions and that Ukraine’s victory is precondition for Europe’s security. Today, on Gotland — a symbol of Nordic security — we gather to transform solidarity into strategy, and strategy into concrete commitments that bring Ukraine’s victory closer. We identify concrete steps that parliaments, governments, regions, civil society can take together to have the highest impact potential.

    This panel confronts the political, moral and strategic failures that allowed Russia’s aggression to erupt into a full‑scale war and brutal assualt on democratic values. What is truly required to secure a just and lasting peace in a world where truth is weaponized, alliances falter, and authoritarian regimes exploit every fracture. Russia’s invasion has exposed deep vulnerabilities across the democratic world — yet it has also revealed extraordinary resilience, from Ukraine’s defenders to its civic leaders. Voices from politics, diplomacy, mayors and the Almedalen community examine how democracies can withstand this pressure, and turn solidarity into strategy — and strategy into a just peace. Carpathian Sea Democracy Week — Ukraine’s counterpart to Almedalsveckan — has become a vital instrument of democratic resilience, uniting communities, institutions, and international partners. It strengthens transnational solidarity and rebuilds trust as democracies face mounting threats.
