Beskrivning av samhällsfrågan

Ukraine is doing what no European country has done since 1945: reintegrating millions of civilians who became soldiers - teachers, engineers, farmers. Veteran unemployment exceeds 30%. The barrier is not skill - it is translation and trust. What does it take to build the bridge from both sides?

Utökad information om evenemanget

Once full demobilisation begins, Ukraine will have over 5 million veterans - up to 15% of the population. It is the only European country to have experienced full-scale war on its own soil since 1945, and the only one whose army consists substantially of mobilised civilians. Existing models were not built for this. This panel introduces co-integration: sustainable reintegration requires transformation on both sides - veterans learning to translate their experience, employers and institutions learning to recognise it. Reintegration asks veterans to adapt. Co-integration asks society to meet them halfway. Sweden has what Ukraine needs: inclusive labour market pathways, institutional infrastructure, experience supporting people outside the workforce. But knowledge runs both ways. Sweden rejoined NATO in 2024 and is rebuilding its defence capacity - asking how to prepare civilians to serve and bring them home. Ukraine is living that question at scale.
