Russia’s full-scale invasion reshaped women’s roles in Ukraine. Women became combatants, led businesses, and entered transport, construction, logistics, and manufacturing. How does reconstruction create an opportunity to strengthen and sustain this workforce inclusion?

Since the start of the full-scale invasion, Ukraine’s labour market and social roles have changed rapidly. Severe staff shortages pushed women into male-dominated sectors, including transport, construction, logistics, infrastructure, manufacturing and technical jobs vital for wartime resilience and reconstruction. These changes reflect a wider transformation. More than 68,000 women now serve in the Ukrainian military, including around 5000 in combat zones, while nearly one-third of Ukrainian companies are led by women. For many entering these fields was driven by economic pressure, displacement, and wartime realities. At the same time, these experiences are reshaping perceptions of competence and women’s roles in society. The panel will explore how war is changing workforce participation and gender roles in Ukraine, what this means for reconstruction and the labour market and how international organisations, industry, and civil society can support long-term inclusion in these sectors.
